It's just a bug. But now I think I should be able to reproduce it. But see 
below, I need more info.

right. and the bug is in the fact that it's not stored in 
Apache/BuildConfig.pm

I mean the things you've typed on interactive prompt, etc. i.e. paste your 
'perl Makefile.PL' session (only, w/o 'make', etc).
