An excellent find, Tim. Funny but this exact problem is now discussed on p5p:

So your timing can't be any better.

so at the moment the solution is to recompile perl with 
-DPERL_USE_SAFE_PUTENV

not sure about:

   * Replace all PHP calls to putenv() with apache_setenv().

Later on we should change mod_perl to support that new feature
when compiled with the recent perl (5.8.7?).
