you should be able to change it from anywhere I'd think, especially prior to
authentication and via the insertion mechanism.

make sure that you can run the test that exercises $r->auth_name from the
mod_perl test suite

  $ t/TEST t/api/access.t -v

if that passes you can use the code and configuration there to get you started.
