PerlLoadModule vs. Apache::Test

Hi,
Apache::Test generates the following httpd.conf:

Include "/home/r2/work/Apache-ClickPath/t/conf/my.conf"
=2E..
<IfModule mod_perl.c>
PerlSwitches -Mlib=3D/home/r2/work/Apache-ClickPath/t
</IfModule>
=2E..
If my.conf.in or extra.conf.in contain a PerlLoadModule directive I get=20
"mod_perl is already running, too late for PerlSwitches"
What can I do to change that order? Is there a reason for that particular=20
order?
