Alexander, it has nothing to do with mod_perl, but the particular test.
Take a look at t/response/TestApache/util.pm, it already tries to deal
with the locale issue, since that exact problem was reported before. I
believe this is a bug in perl 5.6.2's regex engine. What do you think? You
should be able to easily abstract that mod_perl test into a command line
one liner. Shout if you need help to do that.
Especially check the LC_CTYPE and LC_TIME env vars, since the test relies
on those.
