I could be remembering incorrectly, but I'm pretty sure that you can just 
look at $apr->notes('error_notes'):

my $status=$apr->parse();
if ($status) {
         $error_message=$apr->notes('error_notes');
}

That will, of course, catch things besides exceeding POST_MAX, but that's 
probably a good thing.
