I think you can both speak for me as I want to be able to do both :-)

We generate the config dynamically at startup.

I want to be able to modify the configuration at run time after the server
startup as the result of a request to the server.  If the server fails to
serve a request because it isn't configured I want to try looking up the
configuration data required from a SQL server and add it to the running
configuration.  When the server is restarted it will get the additional
configuration data as part of the dynamic build of the configuration at
start up.

Having read the pointer from Stas I will look at add_config to see if that
will do the trick.
