Hi Ami,

check the wiring  at the choke switch and the choke thermostat unit (wires 
16 and 12 in the wiring diagram). These are ground wires - the thermostat 
unit interrupts the ground circuit when the engine is cold (light OFF) and 
closes the ground circuit when warm (light ON). If your choke light stays on 
all the time it may be because the light is being grounded by some other 
means - possibly wires 16 and 12 have been tinkered with and are grounded to 
some other device or possibly they are frayed and grounding into the 
body/bulkhead instead of through the thermostat unit. Since you have cleaned 
and tested the switch, once can eliminate wire 16 from the switch to the 
thermostat unit. I would check wire 12 from the switch to the bulb. Also 
make sure there are no other wires attached to connection 12 at the choke 
bulb.

Diagnosing the choke light wiring confused the heck out of me too because I 
assumed wrongly that all the wires in the harness were for the ungrounded 
(+tive) pole. I think the other circuit that works in this "reversed" manner 
is the thin wire from the CB side if the coil to the distributor points. 
When the points are open the ground wire is interrupted, when the points are 
closed the ground is closed and the coil gets charged up.
