The twist is to stop the belt from slipping of the pulley (in theory anyway)
I can recall in the dim dark past, that all the shearing gear on the station
i lived on was belt driven (steam powered to boot!) even the work shop had
belt driven drills & stone grinding wheels. I was warned to keep clear of
the drive gear as it was very prone to flying off with out notice, straight
belts were worse. as long as power supply was fairly constant and demand at
the other end was not to erattic, things worked fairly well, there were no
guards or any real safety features, just floppy belts and flying leather, OH
