Larry, try reading the README file, which goes:

To install the Template Toolkit:

     tar zxf Template-Toolkit-2.08c.tar.gz
     cd Template-Toolkit-2.08c
     perl Makefile.PL
     make
     make test
     make install

where do you see gcc involved?

If you still have troubles compiling TT post the output of 'perl -V'
