[Templates] INCLUDE_PATH oddity.

Hmm, it appears that when one sets
INCLUDE_PATH, TT stops looking for files in the current directory,
unless you add "." or $cwd to the list.

Is this a bug?  If it isn't, then it should be documented
in Template::Manual::Config...
