Does the file /var/www/html/base/templates/src/config/wrapper exist?  I 
had a similar problem like this once and, while I don't remember exactly 
what it turned out to be, I do remember that the error message didn't 
end up exactly jiving with the problem.  HTH in some vague way. :)
