That's fixed in TT3, too.

Not only can you do this without confusing the parser:

   [% tag_end = '%]' %]

But you can also "properly" nest tags, like so:

   [% INCLUDE header
         title  = [% INCLUDE my/title %]
         author = [% INCLUDE my/name  %]
   %]
