[Templates] TT3 first alpha release

TT3 is born!

I'm pleased to announce that TT3 has processed its first template with all
the underlying architecture (well, those bits that are implemented) bolted 
together in place.  All 2600 tests in the test suite pass, so it's time
for a first alpha release, available now as:

   http://tt3.template-toolkit.org/download/Template-TT3-alpha-01.tar.gz

Please be aware that nothing works and everything is broken (that way
you'll be pleasantly surprised at what does actually work).  This release
is for keen hackers only at this stage.

Don't forget to read the README and have a look at examples/tt3.pl
