I think people do not read the whole doc (they would not be missing the
localisation in INCLUDE if they did) but rather go looking for something
called "include" and stop when they find it.  So, no, I don't think
that's a good enough solution.  Basically, I believe the most obvious
thing should be the thing that is correct for the most people, and I
think that most people don't want localisation when they INCLUDE if it
comes with any performance penalty.
