[Templates] Several questions

I've been playing around with the Template Toolkit,
and have several questions that you guys might be able
to answer for me.
1. Documentation for Template Toolkit. How do I
generate it? Background and the catch: I installed
TT2 using PPM under ActiveState, and didn't build it
myself, and the PPM I used didn't have the HTML
documentation. I would have been quite happy to
download a tarball from the webpage, but they don't
offer it... Can it be generated after TT2 has already
been installed?
My solution: I did a wget on the website - it was the
best I could come up with!
2. INCLUDEing blocks question.
I have a file, say "Letter.template" that contains a
directive that I want to use over and over again, say
in ABCs.template, and DEF.template, and
RobertFrost.template (you get the idea). I'd like to
be able to define one or more BLOCKs inside the
Letter.template, and have these blocks accessible
inside the ABCs.template. I'm thinking like a Perl
"use Letter" or a C "#include Letter".
Is there a way to do that in TT2?
If I repeatedly PROCESS Letter.template, will I get a
performance hit for repeatedly opening the file?
3. Unless syntax: Never mind - I got that one; had
to put in ';'s :)
