Krang is simpler, although nothing with workflow and versioning support could 
truly be called simple in my opinion.

However, it uses HTML::Template, not Template Toolkit, so if you have a bunch 
of template using complex TT constructs it might be painful to migrate.

No system is going to do exactly what you're looking for, so you have to 
assume some customization will be involved.  Krang is pretty easy to 
customize, but still might be more work than improving the workflow in your 
current system.
