I noticed that when i had some tabs with two words and others with
just one, that making the browser window small would make shorter tabs
float, while the long ones stayed anchored. I didn't think that looked
too good. I saw that there was a valign parameter to the tabset
template, but I think it was for a different purpose, than i was
envisioning.

This patch fixes the problem. Sorry I don't have a publically viewable
web page to demo, but to recreate the problem just make a tabsbox with
at least one entry with two words and resize the browser until that
tab word wraps to two lines, while leaving the rest of the tabs only
one.

[josh@lcc51 splash]$ diff tabset
~/public_html/cgi-bin/site_perl/tt2/templates/splash/tabset
14a15,19
>     IF invert;
>       valign =3D 'top';
>     ELSE;
>       valign =3D 'bottom';
>     END;
