[Templates] relative paths vs absolute

Is there a way to get TT to generate relative paths in the links instead 

of absolute ones?

The current method of having all the generated files be relative to a 

"root" requires a modification to a web server.
I'd like to just give someone a tarball of the generated directory and 
have it work without modifying a web server, which the person may not have.
