[Templates] eval_perl => 1

I'm trying to write some custom perl on some template pages, and keep
getting the error message that the eval_perl option is not set. The main
tt2 files all have eval_perl =3D> 1 set ... so I'm struggling to
understand what is happening. Are there additional modules that need to
be loaded or manipulated?=20
