Tim,

SQL::Translator already has an XML format it can dump the schema in.  It
isn't totally roundtrippable though, as we don't yet model some of the
more advanced DDL features like triggers.

If you're specifically interested in dumping out XML in the AppML format
being discussed here, it wouldn't be difficult to make a SQL::Translator
template to do it.
