There is no mistake here, Randal. The module works exactly the same under
both generation on the user interface. But the two are different internally.

It's a part of the distribution and it's not going to have a new package
on CPAN. We have enough work to do already.

Sorry, Randal, but please read the archives for the discussion of this
proposal which was discussed here and on the dev list like 10 times. In
short this is not going to happen. If a module Apache::Foo works the same
way for users but its internals are different, there is no need to make
user's life hard changing their code, just because PAUSE + CPAN/CPANPLUS
are not willing to deal with reality. May be if enough people scream it'll
finally get fixed.
