To summarize the various inputs, I re-did my wiper motor with the 
crackle finish.  Strip the cover of old paint and use an etch primer 
first to get a good bond to the pot metal/aluminum.   When you are 
ready to spray, warm the part and give it a good coat and then put a 
heat lamp or hair dryer on it to initiate the crinkle.  This is not a 
paint that you build multiple coats with so you want to do the prep per 
the instructions.  It is not hard, just systematic and the results are 
quite good.  For extra style points you can pick out the Lucas 
lettering with a "white-out pen" - used for correcting typing mistakes. 
  overkill for a Rover but on a long winter night it keeps idle hands 
busy.
