Bob,

On the assumption that the master cylinder is properly rebuilt and that the
problem is just an airlock:

If you have an old reservoir cap solder a bicycle valve into the top and 
pressurise the reservoir with a bicycle pump. I have had to do this once or
twice to get odd brake systems to prime. Once the master cylinder is full
then all will be well. I have somewhere an 80" cap with this fitting which
suggests that I had the same problem once.
