SER1 Advice required on repairing a rear crossmember

Hi guys,
the chassis is stripped bare, only the rear axle casing is left in case it
will be needed to give support when bending the crossmember.
The two pictures show what needs to be done. The corner seems straight
forward. The tow bar mounting points however have been pulled out, at least
the top ones. The ones of you who have experienced similar conditions, what
is the best way to repair these?
Cutting the connecting tubes out, inserting a new panel and new tubes seems
quite a job. Specially as access from the front is less than brilliant, even
if removing the tub support bars. But pushing them back will be even more of
a pain. And seeing that the cracks are quite rusty welding is going to be a
problem.
All your advice is welcome.
