I usually leave the Rangie to my mechanic because there are too many
microprocessors (after-market ones). More than that the engine management
system in the EFI is Motec not the standard Lucas or Bosch products.
So, I can't say with certainty that this is the same problem on yours,
however on my Classic I have also had a problem with surging, intermittent
rough running and eventually poor starting. There were two problems, the
first was a split in the little rubber tube running from the rear of the big
square box of the intake manifold to a sensor mounted on the firewall. I
think it has something to do with the "vacuum advance" for the timing. It
just required a replacement length of tube.
The other was in the optical system in the distributor, (which is a Bosch
type usually fitted to a Ford) there is a metal disk that operates as the
interrupter this had come detached from the rotor button and was at times
spinning out of synchronisation to the rotor. This problem may be unique to
my non-standard engine management system.
I would try the rubber tube as this was a major cause of the early surging
troubles and is an inexpensive "fix".
You could always drive it over the Pacific and see my Mechanic in Sydney!
They only do Rangies and coil sprung Land Rovers (apart from the occasional
job on R860138 and his own 107" Ute).

Classic (93 3.9L ABS SWB) has a "surging" issue when running at about
2250-2500rpm. .... .... He is chalking it up to an old engine.
There are some very savvy folks on the list. Thought you all might have
some ideas on fixing or troubleshooting the problem.
