Trivial solution although not particularly obvious. To produce the 
problem stick the following html in a page.

     <style type="text/css"> \@import "";</style>
     <style type="text/css"> \@import "";</style>
     <style type="text/css"> \@import "";</style>
     <style type="text/css"> \@import "";</style>

The empty @import's force mozilla to make a page request for each one 
and it defaults to the page the emtpy import resides in. I have 
submitted a bug/feature request to Moz.
