[Templates] Where I can discuss new namespace in Template::* hierarchy

Where I can ask about reserving of namespace in Template::* 
hierarchy? I have not found any discussions of such kind at
comp.lang.perl.modules. Is this mailing list the best place?

I plan to publish on CPAN plugin module for transliterating Cyrillic
text Template::Plugin::Translit or Template::Plugin::RU::Translit.

Please advice.
