Yep, that's the easiest and most obvious way to name a plugin module - 
just prepend the CPAN module name (or whatever it would be) with 
Template::Plugin.

Having said that, "Lingua::RU::Translit" is hardly the most informative
module name.  Something like Template::Plugin::Translate::RU would probably
be just as good, if not better.
