Many databases don't provide sensible ways to do this. Of the ones that
do, many require you to learn another language to do so.

Class::DBI allows you to do it at the database abstraction layer if you
can't do it at the database itself. 

It doesn't claim to be the best place to do it, but it's certainly a
nice place to do it! :)
