Well, I don't care what search does without any params, since it's
now clear that it doesn't do anything useful. :)

However, since the search terms are "ANDed", such that each
additional term puts additional restrictions on the result,
the logical return when there are no restrictions is the full set.

Similarly, if the search terms were "ORed", the logical return when
no clauses were given would be the empty set.

This is a mathematical view.  Of course, Tony is free to do what he
wants when nothing is handed to ->search. :)
