To add to the below comments, if your measurements are
correct, then the ratios are about right for 75km@4k
rpm for 4th gear in 4-low.  I 2nd the thought that the
cause may be your transfer box stuck in 4-low.  

Look at the front of the transfer box while someone is
shifting from 2high to 4high to 4low to 2high.  You
should be able to see the rods moving back and forth
as the gears engage/disengage.

George Sollish had/has a similar problem of it not
shifting out of 4low once shifted into it.  George,
what did you do to fix it?
