Ian,

Be glad the rules are not well understood! 

I believe that the fitting of washers was one of only two retrospective
requirements for vehicles. The other was that the rear lights must have an
illuminated area including a circle at least one inch in diameter. This is
what caused the mutilation of so many D lights.  You can tell how long ago
that rule was made by the imperial measure.

Not heard the washer rule before. I took the washers off my 86" (didn't 
work too well) to avoid MOT probs, and claimed 'the windscreen folds 
down'  excuse when asked about them...
