Interestingly enough they are not.

I was stopped by two trainee policemen near Carmarthen a few years ago who
said I had to have doors.

The eventual outcome was an acknowledgement that you do not have to have
doors fitted to drive on the highway. 

Also my vehicle only has one wiper and as there are no holes for another no
one has ever argued about that.
