Don't know if I can attach pics on this forum so I have uploaded a pic on my 
site of the capstan winch for sale http://www.cloggy.net/capstan.jpg
From the pic it looks to me like everything is there. There looks to be a 
flange which would bolt to the engine, the driveshaft and something that 
resembles a choke cable. I gather that is used to engage/disengage the drive 
to the engine. What do the experts see? What is missing? The bid has reached 
$167.00 with the auction closing on Sunday. It may well reach $200 - 250 
yet.
