Automotive paint shops will often have small "left over" quantities around
and are to be had for the asking.
I've once brushed on (after sanding the wheel with 40 grit) 2 part epoxy
glue onto a fairly delapidated steering wheel. It gave the rim a good hard
coating and had the unexpected effect of enhancing the knobs on the back of
the wheel due to a bit of running. 5 minute epoxy will not work as it sets
too soon but the standard 24 hour stuff works fine. Keep the cat away,
though.
A light sanding after that and a high gloss top coat or 2 in oil based paint
will look fine.
