I believe Rover's North here in America will do a complete rebuild to expedition spec but an uninformed guess is that you'd be paying close to Defender prices by the time you are done.

There are a number of companies based in the UK who refurbish S2 and S3
landrovers but as far as I am aware they are rebuilt to more or less
original spec although I guess a purchaser could specify their own
overall build spec. I do know that some companies rebuild with 2.5
litre engines as standard.

Just thinking out loud, but is anyone remanufacturing complete Series
IIA/III's? I was thinking expedition-ready, with new frames,
alternators,
wiring and lights, faster axles, disc brakes, etc. but still
field-maintainable (no electronics in mission-critical functions).
I was thinking something that could be purchased by companies and
institutions that wouldn't look twice at a used or 'restored' Landy.
