Hennie-

There isn't much to it, so I doubt it is "operator error" or something like
that.  I'm pretty sure the two cushions are of equal thickness.  If the
bottom one is thicker it could keep the whole thing from lying down
correctly.  As far as the bed...I think it is a little optimistic to be
calling it a bed.  I'd just be pitching a tent then trying to make that
thing comfortable.  But it does have the appearance of a bed.  Good luck.
