The tyre is, as you have spotted, directional. So, yes - the tyres
should be mounted to face the same way.
But which way, you asked... well, this is where we turn to our farming
friends: driving wheels are always mounted so that the "V" imprints
faces the direction of travel - which would be the rear axle
Look at the tyres on farm trailers: they are usually mounted "backward":
the V facing backwards. They do this because it "drags" the trailer slowly.
So, if you want the front-end to be slowed by the actual driving
process, then moun the tyres backwards, else mount them the same way as
the front tyres.
To be honest, 99% of 4x4's I've seen have had the tyres mounted normally
(all 4 facing forwards). I've only seen racers mount tyres backwards,
and only in wet conditions... when they have wanted extra slowing
capacity...
