One hopes that the Labrador Government is not as harsh on closed roads as
the Northern Territory Government in Australia used to be (and still may
be).  The fine for travel on a closed road was AU$100.00 per tyre.  It's was
pretty bad if you drove a 4 wheeled vehicle and were charged $400.00.  The
reason the fines were formatted by the tyre was to stop road trains (prime
mover, 10 tyres, 1 articulated semi trailer, 12 tyres, and 2 dog trailers,
20 tyres each (a semi trailer with a converter dolly trailer of 8 tyres,
supporting the rotating coupling)).  Road trains regularly have 62 or more
tyres on the road which together can do a lot of damage to new roadwork's or
muddy roads.

The fines are so high because a detour in the "outback" may add many
hundreds of Km to a journey and drivers think that a small fine is less than
the cost of fuel so it may be worth the risk to travel the closed road.
