Yes, it does.

Try, from a DOS prompt,

  C:\> ppm install http://theoryx5.uwinnipeg.ca/ppms/Apache-Template.ppd

You could also, within the ppm shell, add
 http://theoryx5.uwinnipeg.ca/cgi-bin/ppmserver?urn:/PPMServer58
as a repository, and then
 ppm> install Apache-Template
should work.

Building it from the tar ball (or from within the CPAN.pm
shell) requires some additional tools on Win32 (eg, 'nmake',
the Microsoft make program). The ActivePerl faq has some
discussion about what needs to be done.
