Not sure. I haven't come across this.

I'm on 0.31, so I'm quite far behind as well.

Unfortunately the CHANGES file for DBD::SQLite doesn't give much more
info than 
      - Bug fixes
      - More bug fixes

so I don't know if this is something that was wrong and was fixed, or
whether there's something else at play.
