To add another solution into the mix withj Wayne's, I have found that the use of "rust
remover/disolver" the penetrating oil and lots of patience is the answer. Use the rust
disolver first even leave it on for hours, then penetrating oil - clean it off and repeat the
process till they turn and can be removed.
