I have always had the best and quickest results using heat. Using the
smallest available tip on an oxy-acetylene kit and trying to heat the screw
only should do the trick. The physics behind that are that the ironoxide,
which is the visible product of corrosion, has a different heat expansion
coefficient than steel. Heating the screw or bolt will crack this bonding
and the bolt or nut quite often comes out very, very easy.
The precision is sufficient to avoid heating the glass.

Ian,
Diana's suggestion is well made. We have a product in North America called
PB Blaster which has a solvent component and it makes WD-40 look like tap
water by comparison. The screws are very short and inside the frame is a
corner bracket to which they screw into. If you can find a flat blade
screwdiver that just fills the slot you are much less likely to damage the
head of the screw. The other old trick is to try tightening the screw
slightly to break the rust bond.
