A thousand dollars to respray a bulkhead?????

I'd tout the thing around the other local sparyshops, thats just blatant 
racketeering.

I wouldn't go the DIY route for spraying, some of the modern paints are 
killers without the correct breathing apparatus - but see if you can get hold of 
a brush-paint (eg Tekaloid) for a DIY attempt.

Sure, it wont end up concourse but with a bit of practice you can get very 
good results.
