I think you may be correct in the hardening issue.  I am in possession of a
1595 cc engine in the 061014xx range that has minimal wear in the standard
bore but an unusable camshaft.

Quite right, the heads are interchangeable between 1.6L & 2L. The early head
number is 217868 (from Part Book TP/111/A December 1948) & the later head
(with different valve guides fitted) is 233430.

Incidently the question of camshafts has come up recently. Again the 1.6L &
2L camshafts are interchangeable. In fact it would be quite rare to find a
cam labelled 213705 as most spares that are still around today would be
511036. There was a hardening problem with 213705 at some stage, this was
rectified and the camshaft was issued a new number - 511036. 511036 fits 2L
& 1.6L. There is a Rover Technical Bulletin out about this one.

Concerning Rover part numbers: Just because two parts have two different
part numbers, doesn't mean the parts themselves are different. Rover would
change part numbers for various reasons including a change in packaging or
for example if the instructions included with the part were changed. A case
of this was with SI water pump kits.
