SER1 shackle bolts 1951 80

Hi,
Down to the old chassis and the axels on our 80 rebuild.
Having trouble shifting the shackle bolts where they go through the =
chassis itself.
Have shifted and removed the locking bolts, but the bolts themselves are =
somewhat tight to say the least.
They refuse to budge.
One sheared, when we used a steel sleeve on the socket.
Left them soaking in oil for a couple of days.
Have any of you guys any advice on shifting these bolts.
