If your engine is reaching the correct operating temp and the thermostat is  
OK I would suggest checking and cleaning the system from the thermostat 
housing  through to the heater and back again to make sure there are no 
obstructions,  Also I would dismantle the heater itself and give the radiator coil a good  
clean, its amazing what gets clogged up in there and ensure the fan spins  
easily. If that all works then make sure that the electrics work OK and  that 
the rheostat is operating. I had one that was so dirty that no matter what  
position you turned the switch to it only delivered the minimum current causing  
the fan to turn at about 100 revs a day.
