Not sure about the low range theory. In direct gear (4th) with the 1.15 high range ratio and 4.7 axle and a 30" tire you should get around 16.5 MPH at 1000 RPM, or around 66 MPH or 110 KPH at 4000 RPM.

The transfer box ratio is 2.89, so the overall speed is about 26 MPH or 43 KPH at 4000 RPM.

Are you shifting into 4th gear? Third would give 73 KPH at 4000 RPM in high range.
