It applies where they are fitted, even on older vehicles....but of course
you don't have to fit them.

Jon's quotes says..."Semaphore indicators must show an amber light to front
and rear and
must be fitted with an audible or visual tell tale. It may flash but is
not required to do so."

To confuse things further, this last statement is not true, if fitted to a
vehicle first used before 1st September 1965. You may then use white light
(ie flashing side light) indicators at the front and red (ie brake lights)
at the rear, or white front, amber rear. This is why Land Rover brought out
the optional flasher switch for all, as fitted to export models or SW,
detailed in the handbook. This is why many restorations do away with the
later extra holes in the wings and awful amber flashers which need never
have been fitted.
